Responsibility

To support the Government of Ethiopia in mainstreaming climate resilience into WASH programming, through supporting implementation of the climate resilient WASH programme funded by DFID UK and supporting coordination between this programme, the One WASH National Programme and other relevant programmes (including projects funded through the Green Climate Fund). Coordination and maintaining effective relations with the Government of Ethiopia, the programme’s technical assistance supplier, and other programme partners. Supporting the National WASH Coordination Office in the effective functioning of the governance arrangements and procedures for mainstreaming climate resilient WASH, which include the National WASH Steering Committee and the National WASH Technical Team. This will include supporting coordination with additional key actors relevant to climate resilient WASH (e.g. Ministry of Agriculture, Environmental Protection Agency and others). Financial management and results management, overseeing the delivery of high performance standards, and ensuring compliance with DFID rules and good practice in financial management and Value for Money. Oversight of financial and performance reporting by the Government of Ethiopia to DFID, including reviewing financial forecasts, financial reports and payment requests. Risk management, proactively highlighting and escalating concerns, risks and issues to appropriate level. Capacity-building support to the Government of Ethiopia on project management. Oversight of financial and performance reporting to DFID by the programme’s technical assistance supplier. Communicating programme developments and achievements internally, and supporting wider communications to external audiences.


Job Requirments

The Project Officer will support implementation and management of the climate resilient WASH programme and support coordination between this programme and the One WaSH National Programme (the Government of Ethiopia’s flagship programme) and other relevant programmes, in order to support the Government of Ethiopia goal of mainstreaming climate resilience into WASH programming. The Project Officer will operate principally from the Ministry of Water, Irrigation and Electricity (MOWIE) and will be attached to the National WASH Coordination Office, working in close collaboration with the Climate Resilient Green Economy Facility (CRGEF) in the Ministry of Finance and Economic Cooperation (MOFEC), and other government ministries and partners. The Project Officer will work in close coordination with the DFID WASH Adviser who has overall responsibility for the programme (based in the UK), as well as relevant staff members in DFID Ethiopia. The successful candidate will need to demonstrate the health advisory cadre competencies with specific experience in managing health systems strengthening (HSS) and reproductive, maternal, neo-natal and child health and nutrition programmes. Able to operate comfortably in both UK and Ethiopia government systems. Is commercially-minded, focusing strongly on demanding the highest standards of performance and value for money from programme delivery partners. Able to plan ahead proactively, and advising on measures to address risks and opportunities. Able to work flexibly as priorities change. Able to work effectively in multi-disciplinary, mixed nationality teams. Able to engage on policy issues in specialize areas as required.
